Frequently Asked Questions (FAQs)

Health and Safety receive lots of repetitive enquiries from Services. In order to make the information readily available, Frequently Asked Questions (FAQ's) have been updated.

Q1. What is the difference between a "near miss" and a "no injury" incident?

  • A "Near Miss" is an event that, whilst not causing harm, had the potential to cause injury or ill health or result in damage to property, equipment, or the environment.
  • A  "No Injury" is an incident such as a trip or fall where after examination by a first aider no injury was found. I.e. something has  happened but no one injured.

Q2. What is the Council's policy for car parking?

  • The Council have no obligation as an employer to provide any staff car parking and the responsibility for employee car parking remains with the individual. However the Council do promote car sharing and the use of public transport to get to and from home to work.
  • Where possible they will provide car parking for employees however no employee has a guaranteed place and should ensure they find alternative parking arrangements that should not cause an obstruction to other road users.

Q3. Who is classed as a young person in the workplace and do I need to do anything specific for them?

  1. A young person is anyone under the age of 18.

  2. Under the Management of Health and safety at Work Regulations 1999 an employer has a responsibility to ensure that young people employed by them are not exposed to risk due to:

  • lack of experience.

  • being unaware of existing or potential risks and/or.

  • lack of maturity.

As an employer you must consider:

  • the layout of the workplace.
  • the physical, biological and chemical agents they will be exposed to.

  • how they will handle work equipment.

  • how the work and processes are organised.

  • the extent of health and safety training needed.

  • risks from particular agents, processes and work.
